As I looked at this story my mind immediately diverted to the failed bomb plots in London and Glasgow. The men that have been arrested so far are a Turk and three others. At least one of the men is a convert to Islam (poor fool). There is a link to Al Qaeda. The men had been under surveillance since last December and the police decided to make their move when it became clear that they were going to move their chemicals. The targets were the US bases in Germany, as well as nightclubs etc. that are frequented by Americans.
Their motivation for the plot appears to be their extreme hatred of the USA. It also appears that they belong to a mosque that has long been suspected of preaching hatred of the west.
